Direct download link for the game and download link for the dedicated server, with a simple guide to setup your own server :

1. Configure the server.ini file. Here is what you will edit, 1. server name, 2. port number you want to host on, preferably use the default. 4. Edit the weapons and the game mode you want to use. 5. Edit the Maximum players you want on the server. 6. Dont forget to add an admin password.
2. Open the port e.g. 23073 on your router. Use this guide: http://portforward.com and select your router model and then follow the guide that comes up. Without port forwarding people wont be able to join your server even if they see it in the lobby.
3. Get BakaAdmin to administer your server.
4. Wait for players to join. If you want your friends to join, go to http://whatsmyip.org and copy your IP address. While giving it to your friends it should be like this IP and port. e.g. your ip is 10.10.10.10 and port of your server is 23073, you will give both those numbers, ip and port to your friend, only then he can join your server.
